Just do a google search for table tennis tactics. Theres larry hodges book and some vids.
Tactics is indeed an aspect mostly overlooked in articles and youtubes because of the infatuation with equipment and the focus on basic strokes and serves. Most of what there is isnt presented in an entertaining way but as short maxims or meandering interviews like the one where ben larcombe in his tactics stream interviews hodges about pretty much everything but table tennis tactics.
Would be fun if there was a good corpus of tactical knowledge presented on youtube or something.
I don't think a book would be as helpful. Ideally you'd want to have a game to watch where a coach would explain why the players do what they do etc.
Though nobody seems to do this with amateur players in order to teach amateur players what to do in various situations and various opponents.
