In Germany it is called "Koordinationsleiter" (= coordination ladder) and I think the international expression is "agility ladder". It has nothing to do with table tennis in particular but is used for many different sports.

Every sporting-goods shop (offline and online) should have those ladders.

It's called an agility ladder. It's very common exercise tool in sports like football and athletics so you should have no issues finding one.

Don't need to be fancy and here are couple of cheap ideas:
draw the pattern with chalks on the sidewalk/driveway or whatever; use tapes to map out the same pattern.
