In current form, Ovtcharov is certainly around 35. He's lost to several lower ranked players repeatedly since January and his injury

I don't think this is the ITTF world ranking. It's the world tour ranking for this year in which Ovtcharov has only entered 4, events. I don't understand the problem. You gets points in a series for taking part in it. Imagine Man Utd not playing in the Premiership for a season and still getting 4th place to qualify for Champions league.

What is FZD's power level?

Harimoto took part in 7 events and collected 738 points.
CCY has 271 points with 9 events.

As far as I know, there are only 2 events left in the official tour, Sweden and Austria, so the top players with less than 5 events will have to go to be eligible for the finals. Not a well-planned series.

I wouldn't go that far. He was injured during the WTTTC so he played below his level. But he is coming back and I would put him in the top 20, just needs more matches to get back into the top 10.
