Depends on the type of SP (pip alignment, shape, hardness, sponge...). But generally it is easier to push because it is less sensitive to incoming spin and also creates less backspin then an inverted rubber.

Just view Ito Mima playing with short pimples in red. This is the best way to get benefit of SP.
Be sure you clean your pimples during a match. Ito Mima did concede to Cheng Meng twice a year, just because using dusty pimples.

Moisture make short pimple almost unplayable. I think that is a real problem. Ball always slips a bit with short pimples. When to moisture, the ball slips to much on the rubber and everything just goes down. Never heard about dust.
