Reviving tacky rubbers ?

Ive been reading up of how to clean tacky rubbers and Ive come across people advising to either put baby oil/breathe/ or dampen the rubber in some way before putting a plastic covering on it for awhile to 'revive' the rubbers tackiness ? Is this true and if so how does this work ? I though the whole point of cleaning the rubbers was to remove oils ?

Generally speaking the reason to clean is to remove dirt.
You can use any of the advertised cleaners or just water.

Once the dirt is removed, whatever you do next to restore tackiness might depend on
how and where you play because anything you do next might be illegal according to
ittf rules . If you play in a club where nobody cares about "minor details" , just buy a can of CRC Marine spray, give it a light spray on top and gently wipe off after a few seconds.
If the rubber is old and the sponge not so soft anymore, Johnsons babyoil will do the trick on both your sponge and your hands ;)
