Most (central) European countrys have quite a good TT-Base. At least it is much better than e.g. in the US. But the largest (and probably best) ist by far in Germany, then followed by France. Netherlands, Belgium, etc. of course also have many clubs and quite some good players. And don't forget that you can't compare it to what you know from India.
I don't know your playing level, but in general it is so much more higher in Germany/Europe than in India. Forget to play in 1st, 2nd or 3rd League in Germany if you are not among the couple of best Players in India.
E.g. in Aachen (where I was rsponsible for the TT University sports) there are quite a lot of students coming from India. And many think that they are good in TT unless they learn the truth.. Sorry if it sounds harsh and I don't want to screw anybody, but among all the students I have met there wasn't anybody able to make it higher than 4th or 5th lowest league in germany (of 12-14 leagues, depending which region you are in and if they have more or less urban leagues).
And apart from all that I wouldn't choose your University according to the TT sorrounding unless you're willing and capable of getting quite some money through playing (and that probably won't be the case..)
