Every single professional player (on a province team or the CNT) in China practices their serve for 1 hour either every day or 6 days a week.

Have whomever is your head coach to design drills to do with the robot that compliment whatever you are working on in the evenings.

23 hours a week is pretty solid for a player in the USA. I saw that your goal has been modified to be top 100 in the world at some point. I think this is a reasonable goal if you stick with it for the next 10-15 years. There is a big difference between top 50 and top 100. Once you hit top 100, then worry about top 50.

Good luck.

How are you going to eat and sleep? I think the best would be to get tabletennis at the school time. I find this ambitious but i also think it would be hard to do long term and get quality. Especially with the early mornings. I coached Truls in his first club, and pretty sure he got training in school.

Also with the plastic ball which in my opinion is much heavier than the old ball, so nowadays you need good physical strenght. A lot of tabletennis players in sweden get shoulder injuries when they are starting to practice a lot more.

Teqchnique is pretty relative but there are fundementals that need to be good. Sometimes i feel like players practice and do "wrong", then they are just getting better at doing it wrong. So i really think you need to know that your coaches are good at the fundementals.

Good luck and keep up the hard work
