If you had level 2000-2200 in Belgium, you would lean towards the sub-top of Belgium and you would already be between places 200-300...

    As I wrote above, they make the playing field remarkably smaller with all the consequences for their opponent. And that result is what you write above. Delete that part from rule 2.6.4 if the umpires do not rebuke it anyway but should normally call a let.
