shibaev told dima something about his beautiful wife and that the kid is his. They exchanged some serious punches and rubber slapping with their tenergies (not boosted) , although shibaev accused dima of boosting with cement

By the way, if you watch the point which lead a conflict between Gauzy and Shibaev, its first hitting net and then hitting the clamp of the net from the side of Shibaev. Probably he thought that it hit the edge of the table but not the clamp and confused him. Or maybe he thought that it is part of the table and learned the rule inside the match.

because the conditions of play are disturbed in a way which could affect the outcome of the rally

It is also written in the ITTF hand book. Its the same thing when a ball from a different table gets into the playing court. I have seen some umpires not disrupting the point because the ball entered when the point was almost over and the entering ball was far away from the players without disrupting their visual field. Other umpires stop the point immediately no matter the occasion
So it is in the umpire's decision sometime's
