That's what a Chinese coach told me before. When DHS produce a giant sponge for hurricane, the center part is for national hurricane. The corner part is for the commercial one . the provincial one would be somewhere between the corner and the center. Sponge on the center part have the best material and well made compare to the corner one. Hence it will provide better support and more power even though the degree is the same.
