Why are there a lot of "low-ranked" chinese players in ittf?

The common view is that China is totally dominant in the sport, its harder to win the Chinese championships than the Olympic etc... And that china has a myriad of "hidden" top players that never enters the official rankings. Is that true? Or is it just the top 3 chinese players that are so dominant and the rest are "normal"? Because the world ranking is full of "low-ranked" chinese players (like Fang Bo).
When Tomokazu harimoto entered the big scenes there was som comment that "If he were chinese he could not go out to play the world tour", nut he was already better than many chinese on the list.
Please someone shed a light for me on this topic.

You have to compete in international things to get an world ranking. I wouldn't pay too much attention to ranking anymore. Follow the players you see have potential or just like for whatever reason (I tend to follow PHers more), and see how they do in league and international setting.

There are limits on national players from one association. Therefore every Chinese player outside the top 5 or 6 will be underrated in rankings, sometimes massively because they can't accrue ranking points.

Honestly you pick a random Chinese provincial player and they will be top 200 or maybe even top 100 in the world standard. But they won't even have a ranking.

Ok but top 100 is still not the same as top 10. I mean would they be better than the best non-chinese? Because in team championship no team could stand a honest chance against the chinese trio. Would all these "random Chinese provincial players" bash the other national teams almost (of course only almost) like ML/FZD/XX or are these three top players exceptional also by Chinese standards?

Probably not. There are definitely players in China who would be 100-300 easily but still that isn't enough to beat top 16 national teams... it's also about experience. They don't meet Europeans in matches, they don't train against different styles like CNT1 and 2 do. Too many factors and too hypothetical discussion. It's like you would cry that there are maybe 10 Brazilian soccer teams who would beat random national teams. Yes, outside top32 or 48 (FIFA world cup) it might happen. But why to waste time discussing it? If you as hobby or semi-pro player want to learn something, definitely go for summer camp in China (or Taiwan/Korea/Japan). But every world association is based on national teams and some quotas for them (as well as continents). This is also to protect against nation's wealth inequality: if you don't do it, simply rich nations could flood the "open" tournaments with players who can fly, who can afford personal couching etc...
