You can try Liquid Latex for special FX makeup.
I've been using Lilatex Liquid Latex from Germany for two years.
https://lilatex.de/shop/artikel-nach-anwendung/formenbau/Creativ-Latex-113/

Is water based and smell (low ammonia content), viscosity and elasticity is similar to Revolution No.3 or Xiom Energy. I didn't see any significant differences between them.
And the price is around 10-13 € per 1 liter (33.8 oz.), based on viscosity.
But I don't know the prices of Liquid Latex in NZ or AU. You have to try look in local shops.

Edit:
Some time ago I created a video on which I remove liquid latex glue from rubber after 5-6 weeks of use.

I'm looking for an alternative to the expensive table tennis glues that I can buy in New Zealand.

It's not that expensive.

Donic Vario Clean 37mL. I bought this off Trade Me and have glued at least 6 sheets of rubbers. Probably only a quarter down.
$18+4 = $22.

If you are into very cheap stuff - https://www.ebay.com/itm/Pro-30ml-I...657984?hash=item1a77a82540:g:P9oAAOSwiolcgK7Z

Less than $5 NZD for a 30mL VOC free glue.
