To the CNT, they certainly don't want the JNT to settle on their selections so far ahead of the deadline. They want them to keep the in-fighting going for as long as possible, so that the JNT folks won't have as much time to work on the pairings ahead of the Tokyo Olympics.

Could be, but don't you think CNT wants to be sure of JNT roster so they can scout and prepare their strategy/tactics?

To the CNT, they certainly don't want the JNT to settle on their selections so far ahead of the deadline. They want them to keep the in-fighting going for as long as possible, so that the JNT folks won't have as much time to work on the pairings ahead of the Tokyo Olympics.
