      JNT probably thought CNT will field DN and that the improved Hirano would be able to put up a fight.

      3 weeks ago Ito said in an article that if she were the CNT coach she would pick LSW, SYS and DN for Tokyo 2020 where DN will play in team only. Perhaps CNT decided to save DN for Ito at Tokyo 2020?
