Does table tennis bat has to be controlled by size, bland name (ITTF proved) , wood.....etc?

As long as total thickness of non-wood materials are within limit, ITTF have no restrictions on brand, shaped etc. Look for pictures of "pistol grip" blades, they are perfectly legal. If you play in Japan however, the blades needs to be individually approved by JTTA.

so if my racket is not ITTF approved still ok to play tournament , right ?

nice, didn't know about Japan. So in Japan if there is no JTTA stamp, you can't participate in tournaments? Anyways, as there are some rules and limitations, it makes sense for approval somehow. And another big source of income for ittf :)
