I think the 2019 BoD notes (https://www.ittf.com/wp-content/uploads/2019/03/Propositions_and_Resolutions_to_2019_BoD.pdf) indicate that China may still receive national association separation protections. The rationale for prop 16 is: The intent of the current rule is that players from the same Association, who often have to travel a long way, do not have to play matches against compatriots. However, this should only apply to the top players, with all others guaranteed not to meet in the first round proper. This will also make the draw much more simplified and easier to follow

I would assume that China qualifies as "top". Maybe they are just too lazy to make it so that Jang Woojin and Lee Sangsu don't play each other in the round of 32 or something. Also, does prop 16 mean that only the top four players will be seeded? I am pretty sure that will make the draw more chaotic and less easy to follow.

Because the text in the BoD meeting notes and the ITTF Handbook isn't super clear, I don't think we will get a definitive answer regarding the applicability of the separation of association rule in the Olympics until ITTF makes a news article or issues a statement about the issue (which they probably won't, so we might have to wait until the Olympic draw occurs.) However, I am more inclined to hold the view that separation by association will not apply in this year's Olympics for several reasons.

First, while you cited Proposition 16, I think Proposition 21 is still more apt in answering the question regarding the applicability of the separation of association rule in the Olympics since provision 4.5.2.3 falls directly under the 4.5 Olympic Competitions Section of the ITTF Handbook (page 88). The 2021 Version of the ITTF Handbook has been recently released and it seems that no change was made and provision 4.5.2.3 still remains. If the rationale of 4.5.2.3 is to make the main criteria of Olympic Draws based on World Ranking, then getting rid of the separation by association rule is makes sense. If ITTF intended to keep the separation by association rule for the Olympics, then it would make no sense for it to even propose an amendment. It could have just done nothing during the BoD meeting since the default had always been separation by association during the Olympics. In my view, the fact that ITTF chose to make an amendment probably means that the way the Olympic draw will be done this year won't be the same as how Olympic draws in the past were done.

Second, CTTA was actually quite concerned about the passing of Proposition 21 or provision 4.5.2.3 on Olympic draws. In the Executive Committee meeting last Oct 20 to 21, 2019 in Chengdu, CTTA actually asked ITTF to clarify what Proposition 21 meant hinting that CTTA also interpreted the provision in a way that it seems to do away with Separation by Association in the Olympics. This makes sense as China would probably be the country most negatively impacted by this proposition. The text in the minutes reads as follows but you can access it yourself on page 17 of this document: "Request of clarification on a BoD proposition from CTTA- The Secretary General got a request for clarification from a Member Association on the Proposition 21, that passed in the Board of Directors in Budapest. The Secretary General suggested that the proposition should be considered as it passed (text presented in the BoD book sent to the members in advance and presented in the screen in Budapest, as there were no amendments made at the meeting). The EC agreed to the Secretary General recommendation."

Third, I was able to watch one of the Nightly Japanese Sports News programs that air on Japanese cable TV (Some Youtube channel recorded the TV program and posted it on Youtube). This was after Ito won the Doha Contender event and passed SYS to be WR no. 2. The Japanese TV Sports Analysts showed a graphic of the possible Olympic Draw and discussed the implications of Ito's win because of the possibility of her now being able to make the Olympic Finals without having to defeat a Chinese player. This implies that Japan has knowledge that separation by association will not apply in this year's Olympics. Given how concerned JTTA has been about Olympic seeding ever since 2019, it would be surprising if they didn't have knowledge on how the Olympic Draw will be conducted. Unfortunately, the Youtube video has already been deleted due to copyright infringement, so I can't post a link for reference.

To answer your question regarding proposition 16, no it doesn't mean only the top 4 players will be seeded. I can understand the confusion as the wording was not precise. Provision 3.6.3.3 should be read together with provision 3.6.3.2 in the ITTF Handbook(page 58). It basically just means that if a tournament chooses to implement the separation by association rule, then the highest-ranked player and second highest-ranked player of each country will be drawn in different halves. Then, the third highest-ranked player of a country and fourth-highest ranked player of each country should be drawn into quarters different from the occupied by their highest-ranked player and second highest-ranked player.

Provision 3.6.3.3 could have been clearer by stating: The entries ranked 1 and 2 (of each association) shall be drawn into different halves and those ranked 3 and 4 into quarters other than those occupied by the first two (players of the same association).

The main change in proposition 16 is really just removing the guarantee that the 5th to 8th best player of a country is drawn into a different eighth as those already occupied by the 1st-4th best player of a country and removing the guarantee that the 9th to 16th best player of a country is drawn in a different sixteenth as those already occupied by their countrymen. There are very few tournaments that implement the separation by association rule. The most recent one I can recall is the 2019 Asian Table Tennis Championships. In this tournament, each Asian country can only field a maximum of 5 players in singles. If you look at the singles draws of the men's and women's event, you will notice that the earliest players of the same association can meet is in the QF. The 4 highest-ranked players of each country were drawn into different quarters with the 5th highest-ranked player only having the opportunity to meet a teammate in the QF since the old regulations required that "the entries ranked 5-8 (of each association) shall be drawn as evenly as possible into eighths other than those occupied by the first four (of the same association). However, now that this has been deleted by proposition 16, there's now a possibility that the 5th ranked player of a country meets his teammate in an earlier round than the QF. Note that the 4 highest-ranked players of each country will still be drawn into different quarters, so this change only really affects players of a country ranked 5th or lower.

To illustrate, let's use the Chinese Men's team singles entries for the 2019 Asian Table Tennis Championships as an example (Based on Sept. 2019 WR): Also see the 2019 ATTC seeding list for reference.
1. Xu Xin (WR 1, 1st seed)
2. Fan Zhendong (WR 2, 2nd seed)
3. Lin Gaoyuan (WR 4, 3rd seed)
4. Liang Jingkun (WR 8, 5th seed)
5. Wang Chuqin (WR 25, 9th seed)

If you look at the men's draw, China's rank 1 and 2 were drawn into different halves. China's rank 3 and 4 were drawn into quarters other than those occupied by the first two. (If there was no separation by association, LJK, being the 5th seed, would have a 75% chance of being drawn into XX, FZD, or LGY's quarter but because of separation by association, he was drawn into 4th seed Harimoto's quarter which happened to be the only quarter not occupied by a Chinese player.) WCQ, the 5th ranked entry of China, was guaranteed to be drawn into an eighth other than those occupied by any of his four higher-ranked countrymen. If there was no separation by association, WCQ being the 9th seed would have a 4/8 chance of meeting a teammate in the R16. Now, because of proposition 16, removing the guarantee that the 5th to 8th best player of a country is drawn into a different eighth as those already occupied by the 1st-4th best player of a country, even if the next Asian Table Tennis Championships has a separation by association rule, WCQ being the 5th ranked entry of China could face his teammate earlier than the QF if his seeding is 9 or worse.

So basically, the main takeaway from proposition 16 is the removing of the guarantee that the 5th to 8th best player of a country is drawn into a different eighth as those already occupied by the 1st-4th best player of a country and removing the guarantee that the 9th to 16th best player of a country is drawn in a different sixteenth as those already occupied by their countrymen. It doesn't seem to affect the Olympics since only 2 players per country play singles, not 5 or more, which is why I think proposition 21 is more apt in determining the applicability of the separation by association rule in the Olympics.

Not sure if this is a standard practice since I didn't watch TT before 2018, but the CTTA has published their selection guidelines for the Tokyo Olympics. I will attempt to translate the crucial parts, and hopefully someone else will help to pick out any errors.

TBH, the men's team is pretty set so the above selection criteria likely only helps to quell some of the debates surrounding the women's team (or maybe causes more heated discussion 😁).

CTTA has published the selection criteria before for Athens 2004, Beijing 2008 and London 2012. Rio 2016 had different qualification rules so they did things differently.

Personally, I am not completely sure.

This could be the end of the IOC potentially with Tokyo 2020 and Beijing 2022 cancelled. Implications might be limited future biddings and also entire future of the Olympics could be put in doubt, imagine if France 2024 has similar fate.

​Same time Pandora's box could open as surely Japan isn't prepared to host the event with I'd say limited medical staff, minimal population vaccinated and covid measures deteriorated. Lose-Lose situaton which ever way you look at it. Japanese governments legacy could be unrepairable if big deaths result to poor judgement and poor handling.

Decision should be made soon, not fair to athletes preparing with cloud of uncertainty. Don't think too many athletes would like to be in the same buildings or sharing a bus or competing against teams from India or Brazil.

​Same time Pandora's box could open as surely Japan isn't prepared to host the event with I'd say limited medical staff, minimal population vaccinated and covid measures deteriorated. Lose-Lose situaton which ever way you look at it. Japanese governments legacy could be unrepairable if big deaths result to poor judgement and poor handling.

Decision should be made soon, not fair to athletes preparing with cloud of uncertainty. Don't think too many athletes would like to be in the same buildings or sharing a bus or competing against teams from India or Brazil.

Fewer than 20,000 athletes and coaches in the summer games. Even if all Japanese and foreign support staff are included, it's still an insignificant number given the current scale of vaccination efforts in many countries. It would be politically difficult to prioritize Olympic participants for vaccination, maybe impossible in situations like those in India and Brazil, but that's what should be attempted if they want the Tokyo games to happen. It's so obvious that maybe it is being attempted and they're just keeping it quiet.

Whether something is fair or not to EVERYONE is of no concern to any specific NOC but the IOC and the JOC.

Most of them are there as also-rans, with or without COVID-19. Major teams always have the edge, yet dark horses and underdogs shine from time to time. The most EVERYONE can do is hope for the best but prepare for the worst. That's just how it works.

I know, would love to see the games go on, been looking forward to it since 2016 ended and only excited for 1 sport. Living in Melbourne saw Australian Open tennis players and overseas crew locked down in hotel was strict protocols but deemed needed at the time and proved to be effective but also damaging to players, don't think Tokyo games will enforce such a measure to separate athletes.

I still say it's a major poker game between IOC and Japanese Government to see who cracks first, high stakes, as I mentioned the IOC could be ruined from this and all the time money Japanese put into this, building apartments and delaying handover to purchasers due to delayed games, all this just adds and knowing more likely to not gain money either due to lack or overseas tourists too. ITTF probably also feeling pressure due to all these global events cancelled and sponsorship deals broken and no revenue being made and also trying to look ahead being difficult task too.

Thats right, teams can only just do their best to prepare and continue to train. Coaches have to do their best to keep that spark alive amongst their team. Could be difficult task in some teams countries that are impacted heavily with Covid cases and some cases teams might lack funds to prepare too due to nothing coming in from cancelled tours. CNT, JNT, Korean teams you would think have all the funding they need but others not so lucky.

Good to see LSW back. Would be a bonus to perform well in XD with XX as you would think it's the big preference going in.
