Don't play with short pips but my guess would be that it depends on the quality of the push. The higher the push the better suited the short pips are for attacking.

I have been playing with short pips for a year (on the backhand like Mima Ito) and have a lot of fun with them.
It takes more skills to attack using short pips since you have to hit it at peak or on the rise timing whole with looping using inverted you can even wait for it to come down.
