Does Koto and Ayous as outer layers on a blade give a woody and soft feel with lots of vibrations or does it give a hard feel with little vibration?

Koto is a relative hard type of wood and suitable for fast offensive blades. For example: TB blades and Viscaria have koto as outer ply.
Ayous as outer ply is not very commonly used these days I think. It's a soft wood and mostly used as core(or center) ply.
Limba is somewhat in between koto and ayous. Often used as outer ply and as it's softer than Koto, it holds the ball a bit more.

Besides the type of wood, there are other factors that determine the feel of a blade. Thickness of the outer ply is also a factor.
Also, the combination of different kind of woods used.
Nice example is the Stiga Infinity. Although the outer ply is limba, it's very thin and having spruce as a thicker second layer, the blade has a relative hard feeling.

If you are looking for a woody feeling, stick to an all wood blade. Another option would be a Innerforce type of blade.
Regardless if you have limba or ayous as outer ply, if the second layer is carbon, you will not have a woody feeling.
