he plans to use the old fashioned speed glue, the one that really smells nice and is banned by the ITTF 😁

Might not be the case, he bought some brand that likely is oem from a Chinese factory.
Speed Glue is still being sold in China, but they dont' really call it speed glue. They called it more in lines of "glue with boosting effects".
Which is incorporating booster oil and glue.

I have a bottle, and its very handle to use. If my booster oil rubber done is too slow to recover. I just add a layer, and the dome will settle very quickly, and I can glue straight away.

Wait… so it reverses the booster’s expanding effect?
also, in China we mostly call them “organic(VOC) glue”
but yes, the meaning is “glue with boosting effects”

To the OP, there is no way of conveniently removing the neo coating with out using multiple layers of water based glue. Just speed glue it and try. If it doesn’t work, then remove the layer.
