No one puts much thought into premade rackets. They use bad quality materials and are rarely worth more than a custom-assembled racket at the end of the day

Should be possible. On Aliexpress DHS 3002 is about 15-20 GBP. The same price can get you Yinhe N10 + 2 Yinhe Mercury 2.But this racket is cheap... I wonder if it would be possible to build something better for the same price... but i get you

You can looking into training rubbers or brands like yinhe, palio, sword, ect on AliExpress or any e-commerce platform
A good blade can last you a long time. Rubbers tend to degrade so do expect to change your rubbers when they lose their grip

Blade I would go for 5+2 innerfibre (729 Yellow ALC) or 5-ply (Sanwei Flextra 5), depending on how strong/fit you are. These would be 15-20 USD.
Forehand I would go for tacky rubber but not too hard. I would go for Yinhe Big Dipper H38 (~15 USD) if you don't mind going slightly over budget. Otherwise Rxton 5 (old version, not pro) (<10 USD).
Backhand I would go for softer, non/slightly-tacky rubber. Rxton 1 or Palio CJ8000 (any version with hardness below 45) are decent in my opinion, and they are <10 USD. If you like colour rubbers, Tuttle positive energy could be an option.
The best option for glue is DHS no. 15. I put one layer on the blade and two layers on the rubber. I'm not sure how it affects the performance, but you can peel it off very easily and that's why I like it. If you ever want to change / reglue your rubbers, you should get DHS no. 15. Palio pre-mades are good quality rackets actually, with legit rubbers. CJ8000 on Master & Hadou on Legend. I had one and it was good and forgiving for a complete beginner. That said, as many others noted, for this money you can have something better assembled from Aliexpress or even Tabletennis11 on weekly discount.I specify DHS only because I had one (my first bat!).
