DHS poor quality top layer

How much was that blade? Honestly I would be more worried about peeling off the rubber once its glued on....those splinters would get ripped off by the glue i feel like.
The blade is brand new.
I read that to avoid splinter it is recomend to use a layer of speed glue on the blade and then the normal glue.

I recently bought this dhs hurricane wang chuqin blade and noticed that the quality of the limba end layer is terrible.
It's not perfectly smooth but the wood has slight splinters.
Does this affect the playing propierties?
From the video it looks normal to me and very DHS like. I can kind of see the sawdust in the grain of the wood which is 100% DHS characteristic...

Limba can have these kinds of grains. Some other woods are more smooth, like hinoki or rosewood and even koto, but for limba this is normal.

DHS quality is just a joke these days. My Wang chuqin was even worse than a 10€ China Blade in terms of finish quality.
I had to sand and seal thinly 2-3 times to make the surface acceptable…

Sadly all commercial blades in the Hurricane series are just terrible in quality. DHS blades offer low value for the money.

My HL5 and HL5X are just so bad. For the same price you can get a much higher quality Butterfly blade.
