Does removing the layer of glue from the sponge of H3N effect performance?

Hi all,
Does the layer of glue or tuner that comes on the sponge of Hurricane 3 Neo (commercial, provincial, national) affect the performance of the rubber? If i remove it and glue it normally will it play differently?

I believe there are more differences between the regular and Neo besides the layer of glue/tuning.

Also, the difference between Provincial and National ones, but that's optional.
Also, comparison between Provincial H3 and Big Dipper, but that's even more optional.

i played and tuned only the h3 neo national white packaging and multiple types of TG2/TG2 neo national , provincial. I always remove the glue from neo version so i have control how many layers are there ... and i always boost . I like the classic Tg2 then neo version ... neo versions feels more muted for me .

The glue is called factory tuning glue. It acts as a standard tuning of how the rubber plays. However each player has different taste, some needs more boosting so they peel and boost more, some are fine with the factory tuning standard.
