ITTF to Introduce Video Challenge at Grand Finals and WTTC 2020

Nikkan Sports reports that ITTF have decided to introduce video challenge at the World Tour Grand Finals this December, and the WTTC 2020 next March.

If the trial runs are successful, then the system will be implemented for Tokyo 2020.

The specifics are being discussed. Due to substantial cost, the system will likely be implemented for the later rounds only. Whether it'll be automatic like for tennis and badminton, or manual with a VAR like for volleyball and soccer remain to be seen.

東京五輪で卓球ビデオ判定導入へ　世界大会で試運転

国際卓球連盟（ITTF）が20年東京オリンピック（五輪）でビデオ判定を導入する意向であることが3日、分かった。

まずは12月のワールドツアー・グランドファイナル、来年3月の世界選手権団体戦で導入する。

今年4月の世界選手権個人戦で伊藤美誠（18＝スターツ）早田ひな（18＝日本生命）組が女子ダブルス決勝で誤審判定を受け、日本協会がITTFに抗議文を送付。ビデオ判定導入の訴えが実った形だ。

ITTFは、グランドファイナル（開催地未定）と、世界選手権団体戦（韓国・釜山）でビデオ判定を試験的に導入し、両大会で成功すれば、東京五輪で採用する。4月30日の時点で「検討する」としていた抗議文の返答が5月中旬、さらに詳しい内容でITTFから日本協会に届き、それらの具体的な計画スケジュールが記されていた。

関係者によると、ビデオ判定を各大会のどの試合で実施するのかは現在、協議中。卓球の場合、大会序盤はコート数が多いため、1回戦から同判定を義務づけると費用がかさむデメリットがある。また、テニスやバドミントンなどで導入されているライン自動判定システムを利用するか、審判が直接ビデオを見て判定する形を取るかも、今後の検討課題だ。

発端は4月28日、ブダペストで行われた女子ダブルス決勝。勝負どころの2－2で迎えた第5ゲーム。得点9－9から早田のサーブに中国選手がレシーブミスし、サービスエースかに思われたが、サーブがネットにかすったと審判が「レット」の判定。しかし、スロー映像では明らかに球はネットに触れていない。その「誤審」映像はSNSを通じて広がり、ビデオ判定を求める声が高まっていた。

伊藤は帰国後、ビデオ判定導入の是非を問われ「もちろん賛成。人間の目は100％正しいことは難しい。特に卓球は（球の動きが）速い競技。他のスポーツでも取り入れている」と導入を強く要望していた。

国内の全日本選手権やTリーグでは現時点で導入の議論はない。しかし、ITTFの動きを受け関係者は「国内での議論も出てくると思う」と話した。

卓球はフェアプレーの観点から、際どいジャッジは選手による自己申告を重視してきたが「選手ファースト」を最優先とする東京五輪へ向け、卓球界が大きくかじを切る。

JTTA say given the cost, they can't do it throughout the entire competition, especially not for All-Japan with 30 tables. Major competitions only.

Also technical challenges. They can put a camera near the net for the sideline, but not the end line. There is talks about using vibration sensor or touch sensor, but they can't differentiate top or side edge.

　技術面でも難しい問題があるという。「サイドのエッジはネット際にカメラをつけられるが、エンドラインはプレーの邪魔になるのでつけられない。センサーという話もあるが、振動センサーだと横に当たっても反応しちゃうから、接触センサーでやるんだけど、エッジに来たボールがどこに当たったら有効とするのかがすごい難しい」

what wiill be the cost for this? what does it do precisely?

No idea. For instance, Hawk-Eye is said to cost US$60,000-80,000 per court. For FIVB, the video challenge system is said to cost US$30,000 per tournament.

that's cool. Never understood the argument, that introducing VAR or Hawk Eye has a negative impact on fun watching the game..

Why is there a cost tied to this PER tournament? Do ITTF rent the tech from a 3d party that loves money or is it some product that is spent and therefore needs to be reloaded? If the technology exists it should be readily available. What am I missing?

This has always been how they do it - by tender. If you were to do it in-house, you'll need to keep a crew to develop your own tech, the know-how etc. Why complicate things when you can buy a service? With a tender, all you need is pay a sum to have a crew of experienced engineers and technicians to set it up, operate and monitor the system.
