It's hard to tell when it was stipulated.

The coefficient of friction can be traced back in Technical Leaflet T1 to at least 2004. The standardization of the dynamic coefficient of friction between the table/the racket and the ball was first raised in BGM 1977. Technical Leaflets were first referenced in Handbook 1983. A proposal was passed in which equipment specifications shall be published in Technical Leaflets authorized by the Council.

Glossy table board is a keen pain in ass. Not only they ruin your eyes, they also ruin your game as being unable to grip the ball upon impact on the table. The skidding balls is a headache indeed.
