How to Make Rubbers Stickier?

Nowadays most rubbers aren't sticky anymore, how to make them stickier? (My current rubber choices are just testing, usually use h3 and 09c which aren't so sticky anymore).

I just sold a set of Neos which i bought about 3 years ago . The mate who bought them could not believe just how sticky they are. what is sold today as "sticky" should be rebranded as "Non-sticky".
