I miss serves during drills because I am practicing improving my serve. I think that is what the kid is doing.
If you are asking to practice receiving a certain serve, then your partner should just serve to you and miss very rarely.
If your opponent is practicing serve and attack, it is acceptable for him to miss many serves as he is probably pushing the limit in what he is capable of doing. Just be clear on what the drill is and what the parameters are.
We had a player who would hit the ball in the wrong place or serve the opposite spin of what they said they was going to so that they would look good in practice. Then they would wonder why none of the professionals would want to practice with them. One day when they got their chance to play with a pro, the player announced they would serve underspin and wanted the pro to push long to their backhand. Eventually the player started serving short topspin and the pro flip killed it and said "what the hell are you doing? If you want me to push off an underspin serve, then serve underspin." That was the last time the pro practiced with that player and to this day the player doesn't understand why other high level players turn them down for practice. Comical.
