Got a premade.
Is it legal if I leave all this space in the bottom?
Also the part where the rubber was feels weird, not like smooth.
Not sure what to do .
I think maybe it's a penhold blade?

No doubt penhold. Could be one of those 順風 (Tailwind)/盾牌 (Shield Brand)/Friendship/DHS premades from the 70s to early to mid 90s. Pretty well made.

it's comfortable for shakehand.
it's like a shakehand st the handle.
but the rubbers I don't know how I'm going to glue them.

if I put a regular rubber it goes all the way to the handle like any rubber 157x150
so it's like a shakehand racket except the rubbers are cut far from the handle.
is this legal according to ittf?

Yes, it's legal to leave the gap. Not very comfortable in my experience (if you're playing shakehand) but otherwise fine. That layer under the old sponge is weird, though. Best guess is something to do with how they glued it; premades aren't usually meant to be disassembled. See where the glue is flaking off a bit at the bottom? There's a pale layer that almost looks like there's another ply of wood above the layer where your fingers would rest. Very weird. Honestly I'd just throw it away and buy a fresh blade 😅.

If the "additional layer" is wood then it is not legal and one should remove it and then the new rubbers can be glued on like any other blade

I removed some more of it.
I think what's below is the actual wood.
the difference is that it's wood without any barnish.
the lower part (handle included) is all barnished typical dhs style.

it kind of makes sense to put the rubber more upwards.
removes a ton of weight.
maybe 5 or 6 grams in total.
would be cool to try, maybe with some cheap rubbers.
