After removing the rubbers during the racket scrutinizing..............???????

I have asked this question last week but got no answer.
So here we go again.

The scrutineers have now got the right to remove the rubbers while checking the rackets before competitions. If they find no faults, who and when are the rubbers glued back on ?
Who is doing the gluing and is it done under supervision of scrutineers ?

I now understand that Racket dismantling is done "post match only".
Adam Bobrow must have had this wrong or i misunderstood. I think it was Shin Yu-bin that was checking her rubbers carefully after taking her racket out of the red lock- container before the game began. Adam then explained that she was checking that the rubbers were still properly glued on because they could now be removed by the scrutineers, - obviously not.

Kind of reminds me of the drama with Wang Chuqins racket, that came out of the pre-match inspection with one side rubber loose and umpires refusing that there was any issues or tampering with it, so he had to switch to a backup bat after a long discussion.
