If the grip is still there, wouldn't the rubber play mostly the same, except get slightly faster over time as the tack goes away?

Heat gun (carefully) and lots of patience. Recently had to do this on a 22-year old blade where the rubbers and sponge had frozen solid. Worked nicely, but took 2-3 hours. Light sanding when done and the blade looked new again. Recommend a thin coat of sealer before mounting the next rubber.

Since you used Fastarc G1 not too long ago, how does that compare to the 09c in your experience? On paper, the G1 seems to be slightly faster, less tacky, with less spin. But in reality who knows, they might play completely differently. How's the control? Shot quality with medium-intensity...
