For our table tennis shop, we use scalpels and change blades for every 2 to 4 cuts.
We will test cut on the corner to make sure the blade is still sharp before going for the cut.

For myself, I just use a scissors.
Some brands do sell scissors, which has a curve out shape, and easier to cut neatly.
I just use any random sharp scissors.

In the order of preference:
1. Any sharp disposable blade (scalpel, box cutter, hobby knife, shaver, etc.)
2. Specialized tt scissors with high bevel (better if curved)
3. If one has to resort to office scissors which usually have very low bevel, there is a trick not to leave overlap - using scissors for lefties if you are right-handed or holding regular ones with a left hand (I must say the latter maneuver is too tricky for me;))

I like the conair from Walmart. They have patterns on the handles. Not the Grey handle ones
