I've always just assumed this was the case. The low price of these clones is probably only possible due to mass production and economies of scale. Also, these companies aren't spending on marketing and sponsorships, which further decrease their costs.

When you play with it for a while the tackiness will go away during the session from moisture or dust. Just clean the rubber with some distilled water and then cover it with a non sticky plastic sheet. When you use it next time you'll find it tacky again.
