I've checked, it was ETTU, not ITTF, and no, they did not allow Russian or Belarusian players to compete under a neutral flag. Also, Samsonov was thrown out from the ETTU Executive Board, but I've seen him in Zadar, so I presume shit has cooled down a bit.
