It's semi tacky. OP asked for semi tacky or tacky rubbers with low catapult. The Gear Hyper fits as an option. It's got enough control to be beginner friendly.

Sanwei Gear Hyper would fit the bill for you beautifully I think. If you want a faster, springier alternative to that then the Tibhar Hybrid MX though I'd think that's less beginner friendly
