Cutting board or something soft and thick enough to preserve the sharpness of the blade but still protect your work surface. Some pro rubber asssemblers use utility knives with 18mm extra sharp black snap blades as they are probably more economical than xacto blades. Sharp scissors work too but if you want that perfect smooth exact fit edge on the rubber, good blades are the way to go.

No, just scissors. If you're an equipment seller preparing multiple set-ups every day, so you want to cut the rubber as fast as possible and make it look perfect, then a blade and a cutting board make sense. But if you're only doing this once in a while, scissors are easier, the cut can be almost as clean, and the playing results are identical. Any small or medium size sharp scissors will do.

I bought a "Lazy Susan" for this - a circular board which rotates, usually used for icing cakes. I use a scalpel to cut, new blade for each rubber. Despite both of these aids I'm still medium hopeless at cutting, so edge tape is a must to cover up the worst of the result !!
