This type of error occurs when a page times out. This has nothing to do with the actual website (which is up 99.99% of the time), but related to how traffic is routed, which is obviously different for every country. Clearly there seems to be an issue when Igor connects from his device to the OOAK server, but it's very hard to figure out exactly where the bottleneck lies. If it was widespread, I'm sure lots of people would report the same thing, but this does not seem to be the case.
So NO Igor, neither you nor your country has been "debarred"...

I'm sure we're all happy to see you spending more time here on TTD though.
