I recommend you Sanwei Target National Player Edition 37 if you want a non-bouncy relative low-throw.
If you want it bouncy (similar to T05) then: Fastarc C1.
If you want more spin, less bouncy: Fastarc G1

For backhand punch is better the first one as it has lower throw angle. G1 has higher throw.
If you go to all the balls with the forehand then you need more throw angle to pass the net.
If your backhand is good then you can play with a more direct rubber. For this reason I recommend you the Player Edition.
In my opinion the rest of Target nationals will be too much direct, so difficult to cover enough table with the forehand.

On korean forums many people play with Tibhar hybrid MK ( but I have not tried).

I'm planning on getting a Yasaka Hasha V (10mm hinoki 1 ply). What is a good rubber for it. My budget is maybe ~25 USD. I'm wanting something that I can fast BH punch with. Maybe tensor-esn/japanese but I can't find budget ones.

Single ply hinoki was made for the small size ball era. The larger heavier ball bounces higher, making hinoki's poor short game control even worse.

I would recommend a fast hybrid instead to compensate for:
  • better short game control
  • better spin

If you can go for Xiom Vega China (better control than D09c).

Stuff I'm considering:
Butterfly Rozena
Nittaku Fastarc S-1 (This was the cheapest version and still OK reviews)
DHS Goldarc 9 (I already have it just unsure if it will work well)
I tried S1 in my jpen 9mm:
- 2.0 is too fast. it goes really fast and direct. Most of the balls will go far from the table.
- 1.8 is a bit strange as the sponge is soft, you will hit always with the blade. Strange sound.

With S1 you have control but is difficult to loop.
C1 is similar but much better, much better grip, easier to control and loop.
Note C1 & G1 are very durable, this is important if you do not want to waste money.

I guess you've got it by now, but if ordering from tt-japan, there are a few decent rubbers for below that.
Initially, I read 25GBP which is a lot more generous! USD is trickier lol.
I'm not sure how good the performance of Mantra H is - that could work. The regular Hammond works great on Hinoki, but is more of a beginner rubber.
But if you can spend slightly more I think Fastarc G1 is a better investment.
