How to counter short pip penholder?

Recently, i played a match again a short pips penholder. Often, i will use a short backspin serve as i consider it the "safe" serve as no one can really attack it. However, since he had short pips, he could easily hit it over. What serves do i do so that he can't do that? I have tried long serves but he has no problem with that as well.

So after reading some of that, I'd say you might want to try a long heavy underspin serve...
I think shorts probably would work too but it's a matter of keeping the ball low over the net, because as far as I understod short pips want a flat hit for direct trajectory over the net, then a very low ball should be hard to flat hit.
