As a user of both pf4 and double fish volunteers 1 before, go for the volant 1. They are the same price but double fish is more durable. As for what I can see more options for sponge hardness too. Go for 40 degrees FH Volant-1. Backhand maybe 37-38 degrees Volant 2. Note Volant 1 is semi tacky Volant 2 isn’t. Sandwich pro V5 is good blade.

PG7 is undoubtedly by far the best option in its budget and it perfectly meets the price goals of the author.

Regarding the rubbers, I think Rxton 3 (for the easier play) and Jupiter/BigDipper (for the harder play) could be great pairings.
