Actually I've been hitting with H3 from a few friends' rackets. When the tackiness wears out, H3 is actually reasonably fast. It's not as dead/slow as my initial impression.

When its brand new out of the package, it really is quite slow. The sponge itself is not super reboundy, but has moderate/average rebound. The average rebound combined with the brand new tackiness makes the rubber few very slow when its new.

In some ways, I feel H3 hits its prime after several weeks of usage.
I'd say that's true for almost all Chinese rubbers

Part of the story is, that there is no rubber like a boosted H3 (there are new ones coming closer) another part is, that these new rubbers are way more expensive in the long run. A boosted H3 provincial can be played for 6 month+ if treated correctly, while a K3 or other Hybrids are done after two month (if not earlier).

I am really curious, why choose chinese rubbers and boost it to be soft like tensor rubbers?
Why not choose a rubber similar to a boosted rubber? Sorry, I want to understand.
It's not just about the elasticity of the sponge and the acceleration of the rubber, the playing properties against tensor rubbers are quite different. I recommend you try it and you will know the difference.

Why not choose a rubber similar to a boosted rubber? Sorry, I want to understand.
As someone who purchases H3N 39 degrees and boosts it to become 38 or something, I think this is a valid question.
However, H3 has the following advantages regardless of boosting:
1) Durability - even with boosting, H3 lasts longer than any ESN rubber. For me, topsheet remains intact even after a year of play.
2) Venomous ball trajectory - although this effect fades with boosting, the ball still dives, curves, and slides off the table after hitting it.
3) Insane grip - you can spin/lift the ball from virtually any position.
4) Top-end spin - I still haven't seen any rubber producing more spin than H3 if used properly.

To be fair, I would love to abandon boosting and just apply H3N and play. For this, I ordered H3N 38 Black Provincial 2.1mm OS (the only available version 38 black), which I am gonna use without boosting, will see whether its playable.

There is no 38 Hurricane for forehand (black) except the one I just ordered.
And my shape doesn't allow me to actively play every ball with harder rubbers--they require too much fitness.
Dunno how 38 unboosted feels against 39 boosted, will check it out.

I love the h3 neo national bs, but I chose not to boost because some said it destroys the rubbers earlier and I dont like the hassle, until I tried the 1 ply hinoki with my battle 2 bs nat, then, i decided to replace it with my dhs h3 nat bs (not boosted) in my 1 ply hinoki, and I feel I need to hit harder and need to effort more compared to battle 2 even not boosted, that feels easier. From there, I get to think maybe because my h3 is not boosted and I understand the reason for boosting and came up with the questions.

I want to know your review.
In my opinion, boosting adds:
1) Speed, even some resemblance of flat hitting, although it's still bad.
2) Not spin but ease of creating spin. You need a lesser stroke to produce spin, but the max spin is probably even less due to the ball travelling faster.
3) Better block. But it's not the same as control, it's just easier for you to put the ball on the table while defending. In fact, the untouched H3 has probably the best control thanks to low speed.

So yeah, pretty sure that the boosted 39 (2.2mm) is gonna differ from the untouched 38 (2.1mm). But if they're any close (easy spin, some block), I would be happy to get rid of boosting :D

Received my H3N 38 (black, OS, provincial, 2.1mm) for forehand and... sadly, it still requires boosting--out of the box it feels fantastic but playing far from the table is extremely challenging.
I think 1 layer of Falco Long will be enough. Hopefully.

It depends on how far the unboosted rubber is from your comfort zone. For me, the unboosted version was great, but I kept hitting the top of the net for about 50% of my shots far away from the table.

Just tried the boosted H3N 38 with 1 layer of Falco Long, feels superb. The rubber lost a bit of its trajectory's toxicity but it's now possible to win top-to-topspin rallies and block.
