Any blade +rubbers that are not preassembled into the bat will be good for beginner. I'd say any from Stiga Classic series +Palio rubbers, like one of AK47 series.. So decent combo for beginner would cost around 50eur.
And don't buy preassembled bats for the same or (bigger price). It's more of a marketing bling (like super control turbo fast) than any substance and quality.
