It’s just had glue on it and some kind of more lively sponge now. But I don’t think that newer batches is factory boosted like they stated. Rubber need to be boosted anyway
I regard my hard sponged chinese rubbers like a blank canvas. I can use it the way it is or i can boost it to my liking. With many other rubbers it kinda is like you are buying a finished picture that would be senseless to correct.
And that is the good thing , so we have all a choice.

So do I need to boost it or boost it when the effect wears off?
I recommend boosting the rubber from the get go, i.e. before you play it the first time, because even if the thin layer does contain some form of booster, it probably does not do much, so you won't really notice it.
