So why is it rated as Off++?

Who knows? But really, how innerforce limba blade can be faster, than other one, with outercarbon placement and koto ?
968 is about the same speed as harimoto alc maybe a tiny bit slower and they have similar construction

So why is it rated as Off++?

Because it is for continuous, aggressive offensive play. Viscaria is suitable for over the table blocking play as well and countering play. W968 not so effective in defensive type of play such as blocking and countering.

Its so confusing. When I read online reviews, many reviews say that Long 5 is a very fast blade, faster than vis.

But then some reviewers say that it is slower. Certainly, the inner construction sounds slower.

I play both W968 and Viscaria. I can clarify.

At low to medium impact, e.g. close to table hit or loop with just your forearm, W968 is slower than Viscaria.

Once you power loop and penetrates the the top two layers, W968 is a lot faster and spinnier than Viscaria. The spin difference comes from the fact that w968 has inner ALC thus more flex.

Assuming Vis has the same quality of ALC, what causes the w968/HL5 to have greater speed at the high end?
