Strictly 100% chopping from both sides is really not a viable style especially for amateurs
That said.
Wide pips or medium pips forehand and long pips (not ITTF slim pips) backhand is the best style especially for at the table block & smash style
This could also be a good style for away from the table choppers
But overall for most amateurs, spinny inverted forehand & OX long pips backhand (with twiddling) is the best style

If you cannot loop at all , then this could be the ideal racket such as for older players who never learned to loop or can no longer loop due to physical limitattions due to aging and or health issues
Any dumb racket (same rubber type both sides) is the most inefficient racket for any amateur.

In general for an amateur , the key is desigin a racket that has maximum spin contrast between forehand & backhand rubbers generally this means top spin vs back spin , given that 90% of amateurs do not have a backhand loop (but 90% of amteurs deude themselves they are Ma Long) .
