Timo Boll plays a lot of slow spinny loops - where is this suffering against better players that he is supposed to experience because he mostly opens with spin and placement?

The correct answer is to do whatever suits your game.
Timo boll said he changed his game to less spin and more speed when the ball changed.

I also saw a video where he said if he plays a slow loop he likes to hit it low over the net and short instead of high arc and loopy because that would be harder to return

Of course he has made adjustments, but if you watch his game, his loop is still relatively higher arc even than other players even in topspin rallies. What he mostly did was use his spin to remain consistent and his athleticism to win the rallies, but these are fine details, even after the new ball came out, he abused Habesohn with so much spin that Boogar translated Habesohn's complaint as "They fly away, they fly away" with how the ball was dancing off his racket.

At most levels of table tennis, it is more important to let your game evolve around your strengths than to fastidiously hold on to a notion of perfection that might not make a difference in your game play. As you get to the level where you need to learn stuff, do it and adapt then, if Boll can be adapting after so many years, it isn't impossible to adapt some at a new level if you need to. It will never be perfect but we aren't pros.

You should use both loops.

Use slow spinny loops when you are out of position because it is very hard to do a "full stroke" especially with Chinese rubber on your forehand side. When the ball comes into your comfort/strike zone because you are constantly moving with your feet and you are in the right location, then do a fast spinny loop kill.
