Globe 999 with DHS #22 Yunhai sponge in the 90s.

Victas TDE - 57 shore o, can lift the ball for 30 seconds. Softest topsheet with hard sponge. It needs to be boosted to be playable after the first 2-3 weeks. 52 degrees with 2 layers falco platinum.

Fake Tenergy 05 black, sticky, can lift the ball for 20 seconds, 57 degrees shore o. Again, it needs to be boosted to be playable. 54 degrees with 2 layers.

Battle III 40 red, 57 shore o.

Vega China black - 57 shore o.

TG3 BS 40 black, measured 59 shore o. 57-58 with one layer of falco platinum. Spiniest rubber that I know.

hurricane 3 national blue sponge 42 degrees might be the absolute limit

hard sponge and sticky is a difficult combo to get these days when most chines manufacturers reduce the stickiness. What came to my mind though are 2 candidates from Rxton namely LAC and R9 some of these blue sponges were more like a slice of leather than an actual sponge

H3 in 42 degrees is the only one that springs to mind. 🤔 The Xiom Tau 2 is hugely tacky and is a great rubber frankly, but isn't that hard. The original Friendship 729 also fits the bill but nobody really plays with it anymore -- The Friendship 729 Super FX is also pretty damn hard, but not really that tacky... not the way the original 729 rubber was/is anyway.

The R9 in 40.5 degrees is a cracker of a rubber for the money... Not hugely hard though 😎

You seem to have forgotten the horrible quality control of Loki. R9 had many version and as many punters that loved this rubber (like yourself) there are equally as many who just binned them.
