By rule, the team/coach has priority for timeout in team competitions and the individual does in singles competitions. So if he called the time out and his player didn't agree, then the coach betrayed his responsibility to the team by listening to the player or not knowing the rules.

He is not allowed to in a team competition. So it is still the coach's mistake.
