The service rules are not enforceable agreed. Where there's money involved people do what they do unfortunately and it filters down from the pros to the Joe's.

It must be frustrating for the pros definitely as it's their job. If you are facing pro level serve and third ball those hesitant moments can cost the paycheck.

A heavily spinning low ball is a big weapon definitely. Both for a setup shot or an outright winning stroke. It can be devastating agreed in competition play at many levels to be fair.
