Most likely he wasn't happy with Hurricane on FH, seamless balls doesn't create as much spin given by hurricane, and the table is more slippery than DHS so the droopy second bounce from H3 isn't as strong, so 09c for more speed is preferable

I think you can look at Xiang Peng on this matter. He's sponsored by DHS, one of the main players in the new CNT, even having his own "CNT Star" version of Hurricane 3, and he is currently using Xiom C55 on his BH, so I believe they are not locked to DHS BH. I have no info on whether WYD and CXT...
