You can try the Kokutaku Blutenkirche Tokyo 868 with a blue sponge. It is very cheap, tenacious, has average stickiness, average or even below average speed and is quite light as for chinese rubber - my rubber in a cut form weighs only 46 grams. For its 5 dollars, it is better than Rxton 1 and comparable to Mercury 2.
By the way, Rxton 3 is also very good and also fits your description.
