V14 pro has a very very thin outer layer. It needs sealing!

When I got mine from Playa PingPong Store in late 2020 they were already sealed...
With other koto outer ply blades like Falcima, 729 Blue Arylate or Persson Powerplay I never had issues with splintering but I always smooth the surface with 400 or 600 grit sandpaper and use (most of the time) Revolution No. 3.

Glue. I usually do not seal my blades and the factory sealing that some blades have usually vanishes after a couple of gluing/sanding rounds.
